North Vernon Code §32.05 transfers control of the city’s water, wastewater and stormwater facilities to the Utility Service Board.

Authority
The code gives the board actual operating power.
This is not an advisory committee. The local code assigns management, staffing, budgeting, contracting and reporting responsibilities.
Capital and operating decisions
The code authorizes budgets, capital-equipment purchases, capital-improvement contracts and other utility contracts, subject to the city’s approval structure.
Recommendations and recurring reports
The board is directed to recommend rates to City Council at least biannually and make monthly receipt/disbursement reports plus an annual utility-condition report.
