Two reports. Two different questions.
The financial opinion and the compliance comments are not the same thing. Keeping them separate prevents a perfectly ordinary accounting-basis opinion from being dressed up as a scandal.
33550A · financial audit
Regulatory-basis opinion: unmodified.
SBOA says the 2024-2025 financial statement presents fairly, in all material respects, under Indiana's prescribed regulatory basis. The adverse GAAP opinion results from the District using that statutory regulatory basis rather than U.S. GAAP.
Translation: the latest financial audit does not say the regulatory-basis financial statement failed. The compliance story lives in the separate supplemental report.

Several old problems survived into 2024-2025.
Current comments cover internal controls, the capital-asset schedule, adoption and certification of internal-control standards, materiality policy, official bonds, fund accounting, indebtedness, required Gateway uploads and capital assets.
Repeat matters: the report explicitly points back to 84703S, 72649A and B52443 for several of these issues.
Evidence correction
The Wooton / bond timeline is sharper now.
The working chronology raised the right questions, but one major gap is already answered by JNRU's own bundled SBOA audit. The site now follows the primary record instead of leaving that period artificially unresolved.

Wooton's 2018-2022 role is documented.
SBOA's schedule of officials lists Dan B. Wooton Sr. as Financial Controller / Utility Manager from January 1, 2018 through May 5, 2022. The same report says he entered a first consulting agreement sometime in 2017 and a second agreement on or about June 20, 2018 through Wooton Enterprises dba DB Wooton & Associates Consulting.
Contract terms reported by SBOA: $12,000 per month / $144,000 per year to continue managing operations and finances. Beginning in December 2019, the District also paid $320 per week in W-2 wages plus health benefits. SBOA questioned $44,159 in wages and $51,358 in health premiums.
Bond record conflict
“No payments” versus a stated March 2020 payment.
The 2024-2025 supplemental report says JNRU made no bond payments between 2018 and 2022. But the August 10, 2022 board minutes say Treasurer Michael Gerth had contacted the bondholders and that the last bond payment was $20,000 in March 2020; the board then unanimously authorized another $20,000 payment.
Do not pretend those statements match. The site now carries both. A canceled check/wire, paying-agent or holder ledger, and bank records are needed to determine whether the 2020 item was a holder payment, an internal transfer, a partial payment excluded by audit wording, or a record error.

33550A identifies May 2018 as the default date. That same period overlaps Wooton's documented Financial Controller / Utility Manager role.
Payment record conflicts
33550S later says no payments were made from 2018 through 2022. JNRU's August 2022 minutes instead say the last bond payment was $20,000 in March 2020. The contradiction remains unresolved.
Original maturity passed
On August 10 the board authorized a new $20,000 bond payment. The original issue should have matured September 1, 2022, but debt remained outstanding.
Verbal repayment agreement
The District entered a verbal agreement with the bondholder for semiannual $60,000 principal payments. Year-end principal was $550,000.
$310,000 remained
After 2024 and 2025 payments, the December 31, 2025 schedule still showed $310,000 due.
Paid in full February 24
The 2024-2025 financial report states the Waterworks Refunding Revenue Bonds were paid in full on February 24, 2026.
Long view
The audit trail starts years before the current board.
Current officials should not inherit every old problem by association. The timeline keeps the years on the correct desks.
Reporting, bonds, claims and reconciliations
Early reports document unfiled/late annual reports, bond-fund compliance problems, claims issues, accounts-receivable reconciliation problems and a $67,726 employment-agreement buyout questioned for documentation and approval practices.
Records became severe enough to block opinions
The 2010-2011 audit disclaimed an opinion after cash-reconciliation problems and missing support for $1,518,863 in disbursements. For 2012, the District did not present an annual report, financial statement or SEFA.
Four missing AFR years, then a 2017 reset attempt
B52443 says Annual Financial Reports were not submitted for 2013, 2014, 2015 or 2016, so no financial-statement or compliance opinions were provided for those years. The 2017 examination still found ten reportable items.
Controls, Wooton consulting, uploads and debt
72649A documents Wooton as Financial Controller / Utility Manager through May 5, 2022, describes his 2017 and 2018 consulting arrangements, questions simultaneous W-2 wages and health benefits, and reports pervasive control and recordkeeping failures. The debt default begins inside that same period; later audit language about zero 2018-2022 bond payments conflicts with the August 2022 minutes.
Current audit plus post-period corrective actions
The latest supplemental report still lists repeat items. The District's August 2026 official response says it adopted several resolutions, retired the remaining debt and set deadlines for training, bonding, ledger modernization and asset inventory work.
